In a nutshell, time-lapse photography involves speeding up time by showing events that occur over long periods of time very quickly, or at least a lot faster than they happen naturally. Think of the sun rising and setting over the course of a day. To see this in normal, everyday time, you would have to watch it for 12 hours. With time-lapse photography you can speed time up and see the sun over an entire day in just 20 seconds.
In general, human beings can't perceive changes that take place over less than 1/15 of a second or longer than 30 seconds. But everybody has different limits. For example, some people can see fluorescent lights flicker. Can you? Can your friends? The point of these examples is to make you realize that everything around us is changing, but often things are happening too slowly or too quickly for us to see.
